Assistance technique au Programme d’appui aux Collectivités Territoriales (PACTE)

> Description du projet

The overall objective of the local government support programme (PACTE), as it is defined in the financing proposal programmed at the 9th enterprise development forum (FED) and explicitly identified with the objectives of the policy of cooperation between the European Union and Benin, is to contribute to improving the social and economic living conditions of the people in a context of democratic governance at the local level.

 

The financing proposal of the PACTE contained three specific and complementary objectives:

  1. Result 1: That the communes strengthen their capacities for administration and for the promotion of local development through the Benin national commune association (ANCB) which is mandated by them to provide them with local services and to participate on their behalf tin the dialogue on national policies;
  2. Result 2: That the communes implement their communal development scheme (PDC) and in this context, provide the administrative, social, economic and cultural services that meet the challenges of communal and intercommunal development;
  3. Result 3: That the institutions responsible for controlling implementation of the territorial administration reform (RAT) and for guardianship of the local authority areas improve the implementation of their assignments with a view to the administration of development.

 

In the context of the reform of the State, and in the light of changes to the context, the objective has moved from a logic supporting start-up of the communes (through Prodecom, the previous project) to a logic of assistance with a process, of involvement, and professionalisation of the players (through the PACTE), in which the communes supply services to the users, mobilise the means of their profitability, and execute their assignment to facilitate the local development within an institutional environment that matches the stakes and challenges of the reform.

The purpose of this present call for services is to supply highly qualified expertise over a period of three years in order to:

  • play an operational role in relation to the management and the execution of all the activities anticipated according to Result 1 of the programme, and the particular tasks specified in Results 2 and 3, especially regarding planning and coordination of the activities (other than budgetary support), preparation and launch of the tendering operations, identification of the needs in terms of short-term support, mobilisation and management of the resources, management of the financed operations and capitalisation of the results;
  • provide strategic support to the ANCB in terms of advice and of help with orientation of the activities of the programme as well as consulting services in respect of the operation and management of the association;
  • play a role of monitoring management of the financial resources of the programme, firstly by performing indirect management of 1.3 M€ forecast in the budget for the project, and secondly by supervising oversight of the national financial monitoring system provided to the communes (transfers and expenditure circuits) by which the budgetary support to the communes, envisaged in the context of the PACTE, will transit.

 

In the services contract, the consulting company will be responsible for:

  • assuming responsibility for the costs relating to mobilisation of the technical assistance, forming a team of five permanent qualified experts for the duration of the project (30 months worked in an overall period of 3 years);
  • the provision of short-term expertise (2460 days) mobilised on the basis of TdR and subject to the agreement of the various parties (DGAT, ON, and DCE),
  • In addition, over the period of the service contract, the consulting company will implement regular last line of support assignments, at the rate of at least 2 assignments per year, in order to guarantee the conditions for effective, close-up monitoring.
