The diversity of local stakeholders and the upheaval of relations and power struggles, caused by decentralisation, require everyone’s roles to be clarified and their capacities strengthened: State representatives, Authorities (officials and executives) and civil society (NGOs, associations, etc.).
Today, Egis Bdpa is recognised as being a specialist in the decentralisation process and in building the local authorities’ capacities
and regularly participates in programmes and projects covering the following topics:
- Organising local authorities (organisation chart, relations with officials/executives, specifying the assignments of each department/division, preparing procedure manuals and managing human resources)
- Managing urban planning and infrastructure
- Developing and managing services for the population
- Local finances (budgetary or taxation, etc.)
- Relations with the population
Decentralisation should also generate development. The local authorities have multiple roles in this process: initiate, accompany, combine and ensure consistency in the wishes of the population in their development approach. Within the framework of local development
assistance, Egis Bdpa participates in the following topics:
- Organisation and training methodologies and tools
- Planning tools (local development plans)
- Project programming and management tools
